In articulating a bold vision of regional prosperity grounded in full citizenship and economic power for African Americans, this banker, lawyer, and visionary would play a key role in the fight for racial and economic equality throughout North Carolina.

Utilizing previously unexamined sources from the John Hervey Wheeler Collection at the Atlanta University Center Robert W. Woodruff Library, this biography explores the black freedom struggle through the life of North Carolina's most influential black power broker. After graduating from Morehouse College, Wheeler returned to Durham and began a decades-long career at Mechanics and Farmers (M&F) Bank. He started as a teller and rose to become bank president in 1952. In 1961, President Kennedy appointed Wheeler to the President's Committee on Equal Employment Opportunity, a position in which he championed equal rights for African Americans and worked with Vice President Johnson to draft civil rights legislation. One of the first blacks to attain a high position in the state's Democratic Party, Wheeler became the state party's treasurer in 1968, and then its financial director.

Wheeler urged North Carolina's white financial advisors to steer the region toward the end of Jim Crow segregation for economic reasons. Straddling the line between confrontation and negotiation, Wheeler pushed for increased economic opportunity for African Americans while reminding the white South that its future was linked to the plight of black southerners.

On the one hand, we rightly blame fast food for the rising rates of obesity and diabetes among black Americans, and fast food restaurants are viewed as symbols of capitalism’s disastrous effects on our nation’s most vulnerable citizens. Yet at the same time, Chatelain shows, fast food companies, and McDonald’s in particular, have represented a source of economic opportunity and political power. After Martin Luther King, Jr.’s assassination in 1968, many activists turned to entrepreneurship as the means to achieving equality. Civil rights leaders, fast food companies, black capitalists, celebrities, and federal bureaucrats began an unlikely collaboration, in the belief that the franchising of fast food restaurants, by black citizens in their own neighborhoods, could improve the quality of black life.


Equipped with federal loans and utterly committed to the urban centers in which they would open their little sites of hope, black franchise pioneers achieved remarkable success, and by the late 2000s, black-franchised McDonald’s restaurants reported total sales exceeding $2 billion. Fast food represented an opportunity for strivers who had been shut out of many industries, denied promotions in those that would tolerate them, and discouraged, in numerous ways, from starting their own businesses, all because of the color of their skin. But a parallel story emerged, too—of wealth being extracted from black communities, of the ravages of fast food diets, of minumum wage jobs with little prospect for advancement.


Taking us from the first McDonald’s drive-in in San Bernardino in the 1940s to civil rights protests at franchises in the American South in the 1960s and the McDonald’s on Florissant Avenue in Ferguson in the summer 2014, Chatelain charts how the fight for racial justice is intertwined with the fate of black businesses. Benjamin Franklin charmed the notoriously selective French with his shrewd rendition of what they assumed was a typical American, combined with his genuine fondness for the ladies. Alexander Hamilton wheeled and dealed for that most middle class of virtues: the necessity to pay bills in order to demonstrate financial credibility. The Roosevelt cousins, Theodore and Franklin, were raised in privilege but made the common man a cornerstone of their presidencies. Abraham Lincoln’s frontier wit and storytelling did not make him the darling of Washington’s drawing rooms, but it connected him to the people and helped him survive the emotional demands of his office at a time when he was often at odds with his generals, his Cabinet, the press and even his wife. Martin Luther King, Jr.’s soaring oratory lent his campaign for civil rights a poetic glory that stirred his followers at a time of enormous suffering and upheaval for African-Americans, whose simple quest was to be treated as equals. And what is there to say about George Washington that has not already been said? Would the United States have flourished as it has without him at the helm for the nation’s introduction into independence? He was not born to the nobility or even to the landed gentry of his home colony of Virginia. His characteristic self-control, integrity, and attention to duty would have earned the scorn of the British aristocracy who wielded power in the nation from which the colonies sought independence, and yet those traits triumphed over the British, who ruled by pedigree rather than ability.

Join me in learning about these great men! It’s by studying their lives that we gain a sense, not only of who they were, but of what we have become as a country because of their influence. If any of these men were to be taken out of history’s record, the ensuing gap would be enormous. Under the motto “Your Ministers Fight for Jobs and Rights,� the program put bread on the tables of the city’s African American families in the form of steady jobs. Deppe details how Breadbasket used the power of the pulpit to persuade businesses that sought black dollars to also employ a fair share of blacks. Though they favored negotiations, Breadbasket pastors also organized effective boycotts, as they did after one manager declared that he was “not about to let Negro preachers tell him what to do.� Over six years, Breadbasket’s efforts netted forty-five hundred jobs and sharply increased commerce involving black-owned businesses. Economic gains on Chicago’s South Side amounted to $57.5 million annually by 1971.

Deppe traces Breadbasket’s history from its early “Don’t Buy� campaigns through a string of achievements related to black employment and black-owned products, services, and businesses. To the emerging call for black power, Bread­basket offered a program that actually empowered the black community, helping it engage the mainstream economic powers on an equal footing. Deppe recounts plans for Breadbasket’s national expansion; its sponsored business expos; and the Saturday Breadbasket gatherings, a hugely popular black-pride forum. Deppe shows how the program evolved in response to growing pains, changing alliances, and the King assassination. Breadbasket’s rich history, as told here, offers a still-viable model for attaining economic justice today.]]>
