It's implied here but stated clearly in later books (this is a very, very minor spoiler that doesn't really give away anything important) that angels in the Dresdenverse are limited as to what they are allowed to do in that they can only "balance" things done by the "other side." This implies that, while Malcolm himself is not an angel, he appears to be working on their side at the moment. So, I would chalk up his manifestation in Harry's waking life as "angel stuff."(less)

Proponents can point to some minor clues that could theoretically point that way, but nothing remotely solid. Many people theorize he's someone else entirely, with just as much proof.(less)
