It wouldn't make sense to send in Joe unless the Governor wanted something to happen. Even if Joe got killed which was likely, something would get stirred up.(less)

The company already had approval for what they were doing but I suppose the folks killed could easily have blown the whistle on the corruption, given that the board of the company included those approving the work.(less)
