Maybe I'm missing something but... why is there not an English translation of the second book but there seems to be one for all the other books in this series?

Should I read any specific part of this book, for the sake of understanding the whole series? I've read the Last Wish, but I'm not into short stories, so I intend to skip this and jump into the third book straight. am I gonna miss anything essential?
