Considering that Dahl died in 1990, it isn't exactly like he was still around to include anything new in the 2009 edition. It's clear that (a bit of) material was added, though it's less clear if anything was removed or if it was just moved around.

So sadly, it's hard to say for sure. That said, if you read 'More About Boy' after reading 'Boy', you'll certainly feel like you've already read the book, and the vast majority will sound familiar to you. If you're checking it out from the library then it doesn't really matter, but if one were to buy the book it would certainly make more sense to just buy 'More About Boy'.(less)
