The story takes place in the not too distant future, in a Southwest that is balancing on the edge of anarchy and revolution due to deadly struggles over water and water rights. The “have� and “have nots� in this society are delineated by those who have access to water and those who do not. Borders have been closed; refugees from Texas (which is totally arid) and Arizona are not welcome and not allowed into Nevada or California � or other states that still have some water.
