By 1917 the warring protagonists - Britain, France, Germany, Austria, and others - had suffered millions of casualties and were exhausted. The German populace was starving. The isolationists believed that a resolution was inevitable without the US involvement that resulted in 116,000 dead fathers, brothers and sons.
