Read as part of the reading-the-Hugos project...
I don't think this book deserved a Hugo. It hinges on a somewhat-interesting idea - the earth is encased in a kind of temporal shield by mysterious extraterrestrial powers, meaning that beyond our planet, time is rushing by at a dizzying rate, and the sun is quickly approaching supernova.
However, the story itself feels like it is written to a formula. All the characters and their personality traits exist to illustrate different ways in which people might react to this catastrophe. The writing style is very mainstream-bestseller-thriller. I would categorize it as competent entertainment, but not an all-time great book.
