My first thought was that he had (I read this when I was a bit younger) a Gringotts bank account and just went and bought the broom. Of course, that wasn't possible considering he was a wanted man. I reread the ending of the book and found out for sure. They're all right. He ordered the broom in Harry's name. There you are. Nothing else to it.
