This is a hard question because for the most part, this book is 12-14+, while minimal swearing, only mentions of drinking, no drug use or drinking in the book, and really only three scenes just past the edge of "Fade to Black". As a young teen, I definitely had read worse and more, but that's really up to each family to decide on what is acceptable.
They do talk about sex openly and there are a few more explicit details, but nothing greying into smutty or porny. I'd let my 16 year old godson read it, but I wouldn't suggest it to people I didn't know who were younger than 18.

It really depends on the person's maturity. Some people just aren't there.

It's new adult. I wouldn't recommend anyone under 18 read it.
