I would not say that this book (or any of Octavia Butler's books) is racist, but many of them explore racism and sexism as themes (usually from the perspectives of non-white female protagonists who may be endangered because of their race or gender).
In this book, the protagonist and other humans have been captured by an alien species. There are many parallels between the experiences of the humans in this story (who have very little choice or control over their situation) and the experiences of African people (and their descendants) who were brought to the United States as slaves. So in that sense, it deals with racism and related issues. The main character is also a black American woman, which doesn't directly affect the story but might influence and add context to some of her thoughts and decisions.

This book is about exploring humanity, the fault in humanity. She's a profound writer expanding on deep anthropological themes. I think the question doesn't apply and is almost childish.
